Services

Independent investigations, whatever the workplace

Workplace harassment and violence remain our core practice. The same method applies to other situations that call for an external, impartial and well documented review.

Private companies Public sector bodies Municipalities Not for profit and associations Federally regulated employers

Method

Every account matters

An investigation affects people, not only facts. Our method balances evidentiary rigour with respect for everyone involved, from first contact to the final report.

Impartiality

No ties to the parties, a conflict check at the start of every mandate, and an analysis based solely on the evidence gathered.

An approach informed by trauma

Interviews conducted with care and predictability, and reports written so that each party feels recognized and respected.

Procedural fairness

Each party knows the occurrences at issue, can respond to them and can comment on the Summary of Evidence Report before findings are final.

Confidentiality

Witnesses are never named in the analysis, and information is handled and stored securely from start to finish.

Process

From mandate to final report

A clear, predictable sequence for the employer and the parties alike.

  1. Mandate

Receipt of the request, conflict check and agreement on the scope of the investigation.

  2. Investigation plan

Clarifying the occurrences, listing witnesses and documents, notifying the parties and scheduling interviews.

  3. Interviews

Interviews with the principal party, the responding party and witnesses, remotely or on site. Each interview summary is validated by the person interviewed.

  4. Summary of Evidence Report

The parties receive all the evidence considered, strictly descriptive, with no analysis or findings, and are given time to submit any new information.

  5. Analysis

Review of statements and documentary evidence, then clear findings on whether the facts meet the applicable definition.

  6. Final report

Final findings, root causes and recommendations delivered to the employer and the bodies concerned.

Security

How information is handled

An investigation file holds some of the most sensitive personal information an organization keeps. It is handled according to the security requirements that apply to the mandate, and the same practices apply to every file, whatever sector the client is in.

Encrypted transmission

For every document exchanged with the parties and the employer.

Restricted access

Limited to the people assigned to the file, as the contract requires.

Dedicated systems

Never a consumer cloud service.

Identities protected

No report reveals, directly or indirectly, the identity of the people involved.

Controlled retention

Retention period and method agreed when the mandate opens.

Handover of the file

The complete file handed to the employer at the end of the mandate.

Particular expertise

In depth knowledge of the federal sector

Most of our mandates in recent years were carried out for federally regulated employers: departments and agencies, Crown corporations and businesses governed by the Canada Labour Code. We know the requirements of the Work Place Harassment and Violence Prevention Regulations inside out, from the choice of investigator to the content of the report.

  • The investigator qualifications the Regulations require: training in investigative techniques, experience in harassment and violence, knowledge of the Code and of the Canadian Human Rights Act
  • Resolution process steps and deadlines respected
  • Reports matching the content the Regulations require
  • Used to working with the applicable partner set out in the Regulations
  • Familiar with the contractual and administrative requirements of the public sector

Team

One method, one standard of quality

Cantin Investigations inc. is a Sherbrooke firm founded by Danny Cantin. Its investigators all work to the same method, from the first contact with the parties to the delivery of the final report, and the standard is the same from one file to the next: gathering all the relevant evidence, rigorous analysis against the applicable legal framework, clarity of the reasoning.

The investigators

A common training base, complementary backgrounds

Every investigator is trained in administrative investigative techniques, harassment and violence prevention, and the applicable law, notably the Canada Labour Code and the Canadian Human Rights Act. On top of that common base, each brings graduate level studies and an expertise of their own.

Danny Cantin, Ph.D.

President and lead investigator

  • An academic background in scientific research, carried through to the doctorate, and the methodical approach to evidence that comes with it
  • Sustained experience in workplace harassment and violence investigations
  • Training in trauma informed practice and in awareness of the diversity of the people interviewed
  • Responsible for the training and mentoring of the firm's investigators

Karim M'sallem, M.Sc.

Co-investigator

  • An academic background in psychoeducation, carried through to a research master's degree
  • Experience in analysing complex situations and setting out findings clearly in writing
  • A solid grasp of workplace relations and conflict management
  • Experience in teaching and training, in both French and English

Co-investigators in training

Other co-investigators are following the firm's training path. They carry out their files under supervision, and each of their documents is reviewed before it goes out.

An investigator appears here only once that path is complete.

FAQ

Frequently asked questions

Who can retain us?

Any employer who needs an external perspective: private companies, public and parapublic bodies, municipalities, not for profit organizations, associations, and federally regulated employers. We also accept mandates from a law firm or an external advisor acting for an employer. You do not have to be a federally regulated employer: our experience in that sector runs deep, but the method applies to every workplace, and the analysis is always grounded in the legal framework that applies to your organization and in your own internal policies.

How long does an investigation take?

It depends on the number of occurrences and witnesses and on the parties' availability. A realistic timeline is set in the investigation plan and shared with the employer, taking into account any deadlines the applicable legal framework or policy imposes.

Are interviews held remotely?

Most of the time, yes: interviews are conducted by secure videoconference, usually Microsoft Teams, which gives the parties more flexibility and avoids travel costs. When the file calls for it or the employer prefers it, we travel to the workplace.

Can someone bring a support person?

Yes. Depending on the employer's policy and the applicable collective agreement, a support person or union representative may attend. The arrangements are explained to everyone before the interview.

How is confidentiality protected?

Witnesses are not identified in the analysis, personal information is limited to what is necessary and files are stored securely. The report meets the identity protection requirements of the applicable framework.
